Input from political debates in regional parliaments

The project “Input from political debates in regional parliaments” is organised by the Conference of European Regional Legislative Assemblies (CALRE) in cooperation with the European Committee of the Regions (CoR) with a view to influencing the European Commission’s Annual Work Programme in the pre-legislative phase. The project was launched following the recommendations for a new way of working made by the Task force on subsidiarity, proportionality and doing less more efficiently, in view of the important role of regional parliaments with legislative powers and having regard to the commitments in the 2015 Memorandum of Understanding between CALRE and the CoR.

The aim of the project is to enable regional parliaments and assemblies to be more directly involved in, and have their say on the preparation of the European Commission’s Annual Work Programmein thepre-legislative phase. The involvement of regional parliaments with legislative powers will help to boost the democratic dimension of the European Union and to improve the design and implementation of EU policies, strengthening the culture of multi-level governance in Europe and reaffirming the role that regions can play in shaping EU policies and legislation. This involvement should also nourish the Resolution on the Work Programme of the European Commission adopted by the European Committee of the Regions before the summer-break each year.
